Merseyside Recycling and Waste Authority is made up of the five metropolitan districts of Liverpool, Sefton, Knowsley, St Helens and Wirral, with the additional partner of Halton Borough Council, a unitary authority to the east of Merseyside.
The challenge
The Merseyside and Halton region consists of both urban and rural areas requiring an integrated waste management contract suitable for all districts. The contract includes the operation of 16 Household Waste Recycling Centres, four Waste Transfer Stations and two Materials Recovery Facilities that serve a population of 1.5million.
The solution
Construction and management of a flagship Materials Recovery Facility at Gillmoss. The facility has been built with the latest technologies in mechanical sorting to minimise energy use and promote conservation.
Renovation and re-branding of the 16 Household Waste Recycling Centres (HWRCs) to provide increased recycling opportunities for local residents and raise awareness of the innovative recycling solutions available.
Integrated waste management solutions through the operation and management of four Waste Transfer Stations which serve the six district waste collection authorities.
Implementation of an extensive waste awareness and education programme through the two Recycling Discovery Centres which provide educational visits and tours of the Materials Recovery Facility to both schools and community groups.
Innovative communications and promotional campaigns to promote behavioural change and increase recycling.
