but our research tells us that many people don't know

that as of April 2024, the new regulations
00:00:27:06 - 00:00:31:11
that will require organisations to separate key recyclable materials
00:00:32:16 - 00:00:36:02
the way that most Welsh households already do.
00:00:36:18 - 00:00:41:11
And when I say our research shows that not many people are aware.

So we're going to change that today.

for the last 18 months and will now become

enforceable next year.

streaming. The legislation that coming into place in 2024.

But this, let's unpack some of the words in there.

What is a single stream recycling and why should we do it?

What are the benefits?

Well, Wales
00:02:12:21 - 00:02:15:15
has been the best in the UK
00:02:15:15 - 00:02:19:05
for household recycling for some time.
00:02:20:00 - 00:02:24:01
They have decided to put into legislation.
00:02:25:12 - 00:02:30:21
The Wales's commitment to zero waste by 2050
00:02:31:04 - 00:02:34:05
by enforcing some new legislation
00:02:34:08 - 00:02:36:16
for businesses next year.
00:02:38:06 - 00:02:39:04
And what does it mean?
00:02:39:04 - 00:02:41:11
Who does it apply to?
00:02:41:21 - 00:02:44:21
So this is a legislation
00:02:44:21 - 00:02:48:01
that applies to all workplaces in Wales.
00:02:49:02 - 00:02:53:11
Businesses, charities, public sector organisations.
00:02:53:11 - 00:02:56:22
They will now need to start separating
00:02:57:16 - 00:03:00:09
and sorting the waste that they produce
00:03:01:14 - 00:03:03:18
for recycling
00:03:04:10 - 00:03:07:02
in a similar way that we do at home.
00:03:07:22 - 00:03:09:13
Okay. Wow.

So stuff people are doing at home is going to expand into the workplace

and that's going to have this impact.

And it all comes in in April 2024.

Well, that's not too long ago for far away, is it?

No, there's a lot of mobilisation and advice and guidance that needs
00:03:27:12 - 00:03:30:03
to be given to companies
00:03:30:22 - 00:03:33:16
going forward, certainly for the last quarter.

What we have been trying to do
00:03:35:09 - 00:03:38:10
is reaching out proactively to customers to give them the guidance
00:03:39:05 - 00:03:42:09
and react to some customers who have now started seeing
00:03:43:04 - 00:03:45:21
the media presence in the last few
00:03:45:21 - 00:03:49:00
weeks on Welsh television to advise them on
00:03:49:24 - 00:03:51:16
workplace recycling.
00:03:51:16 - 00:03:54:06
Um but these regulations
00:03:54:16 - 00:03:57:07
sort of expand into
00:03:57:07 - 00:04:01:07
several different stream categories, and some people
00:04:02:01 - 00:04:04:23
may be getting a little bit confused of what they need to do
00:04:04:23 - 00:04:06:24
and what they need to plan.
00:04:08:02 - 00:04:10:23
But yeah. Just wondering Michael, what are the benefits?

I mean, you know, there's legislation coming in and it's going to follow
00:04:14:10 - 00:04:14:18
through.
00:04:14:18 - 00:04:17:19
But, you know, if I'm a business, you know, what have I known?
00:04:17:22 - 00:04:19:03
You know what?

the, why should I be interested?

What's the benefits?

You know, is it carbon?

Is it cost?

Is it is it recycling?

What's going to happen because we do this?

Well, as I mentioned before, Wales got a particularly good record
00:04:33:06 - 00:04:35:14
domestically in separating waste.
00:04:36:17 - 00:04:39:16
This this is coordinated sometimes
00:04:40:17 - 00:04:44:05
a little bit differently depending on what area you're living in to,
00:04:44:05 - 00:04:45:03
what local authorities.
00:04:45:03 - 00:04:48:13
But generally speaking, we've we've developed a really good
00:04:49:04 - 00:04:51:23
recycling programme domestically in Wales
00:04:52:24 - 00:04:54:02
and Wales have just set out
00:04:54:02 - 00:04:57:21
that commitment to be zero waste by 2050 to reduce carbon emissions.
00:04:59:14 - 00:05:00:22
So sorting out
00:05:00:22 - 00:05:03:24
recycling in the workplace will help
00:05:04:02 - 00:05:05:01
ensure
00:05:05:04 - 00:05:08:14
And produce high levels of high quality recycling.
00:05:08:19 - 00:05:13:06
So it's about separating things in a specific stream
00:05:13:14 - 00:05:17:07
so that the recycling becomes more than it has been,
00:05:18:00 - 00:05:20:19
which can have an impact on our CO2 emissions.
00:05:21:13 - 00:05:24:07
And to be honest, an impact on reducing costs
00:05:24:07 - 00:05:26:19
for waste management also.
00:05:28:02 - 00:05:33:06
And with that, we are looking at reducing
00:05:33:06 - 00:05:36:09
the amount of waste sent to incineration and landfill.
00:05:38:09 - 00:05:41:01
So it's taking the steps that we do
00:05:41:04 - 00:05:44:04
domestically into the workplace
00:05:44:04 - 00:05:46:04
and making it a legal requirement.
00:05:46:04 - 00:05:49:24
So it's a real wrap around then. You mentioned earlier on and you shared
00:05:49:24 - 00:05:53:11
with me earlier in the week the adverts that are running on Welsh TV.

So regarding the

legislation and it becoming a requirement,

what happens if you don't comply?
00:06:10:20 - 00:06:11:04
What happens
00:06:11:04 - 00:06:15:08
if you don't pay a-heed to this legislation and you don't do what it says?
00:06:16:15 - 00:06:19:16
Well, I mean, we could talk about the streams.
00:06:21:08 - 00:06:23:15
What we need to do to comply.
00:06:23:22 - 00:06:26:04
But Natural Resources Wales
00:06:27:01 - 00:06:32:03
will be the responsible for overseeing these new regulations
00:06:32:14 - 00:06:36:06
and in its role as regulator, they will monitor the separation
00:06:37:02 - 00:06:41:09
requirements and the balance on waste going into incineration and landfill.
00:06:41:10 - 00:06:46:01
Local authorities will regulate the ban on disposal of food to waste and sewers.
00:06:46:11 - 00:06:49:17
All of that will be banned and enforced in the new legislation.
00:06:50:06 - 00:06:54:19
So Natural Resources Wales will be employing enforcement officers
00:06:55:24 - 00:06:58:15
who will be visiting sites to check on compliance
00:06:59:23 - 00:07:02:09
following a possible reported infractions.
00:07:03:13 - 00:07:05:17
And ultimately, Martyn, as you say,
00:07:05:17 - 00:07:09:22
if the occupier of the non-domestic premises has been, has the banned
00:07:10:00 - 00:07:13:10
recyclable material within their waste stream
00:07:13:23 - 00:07:17:03
um they could face a fine of up to £300
00:07:17:05 - 00:07:19:15
per infraction.
00:07:22:04 - 00:07:24:00
That's, for small business.
00:07:24:00 - 00:07:26:16
That's that's a that's quite a large hit.
00:07:26:16 - 00:07:29:08
And you say it's per infraction as well. Yes, infractions.
00:07:29:08 - 00:07:33:06
So that means that if you have recyclable waste and your general waste
00:07:33:17 - 00:07:35:17
and that’s identified
00:07:36:22 - 00:07:38:22
per infraction, that's up to £300.
00:07:38:22 - 00:07:43:24
But of course, as we're talking about separating those recyclable items,
00:07:44:18 - 00:07:47:02
any wrong waste stream
00:07:47:02 - 00:07:50:07
in the wrong recyclable stream is an infraction also.
00:07:50:07 - 00:07:52:17
So everything needs to be separated.
00:07:53:03 - 00:07:55:23
Now, as providers waste stream providers
00:07:56:12 - 00:07:59:10
and we will have the right to refuse that collection
00:08:00:13 - 00:08:05:04
because we are bound by these regulations in a similar way also.
00:08:06:09 - 00:08:07:17
And we could receive a fine
00:08:07:17 - 00:08:11:14
of up to £500 if we are caught collecting waste
00:08:11:24 - 00:08:14:14
that we've identified as contaminated.
00:08:15:18 - 00:08:18:15
So it's quite a well thought through piece
00:08:18:15 - 00:08:22:23
of legislation then, isn't it, to try and drive the right behaviors.
00:08:22:23 - 00:08:25:20
You know, this isn't you know, we're not it's not a
00:08:26:16 - 00:08:28:20
legislation, you know, can be seen as restrictive.
00:08:28:20 - 00:08:33:14
But, you know, as you said, you know, we've got to hit carbon reduction targets.
00:08:33:14 - 00:08:35:21
We've got to look at recycling materials.
00:08:36:07 - 00:08:39:00
So although it's quite heavy legislation
00:08:39:04 - 00:08:42:18
to here, you know, and there are infractions and penalties,
00:08:43:12 - 00:08:46:02
it is looking at the right behavior, isn't it?
00:08:47:00 - 00:08:50:17
You can avoid being fined quite easily by doing the right thing.
00:08:50:20 - 00:08:52:09
So so it's good in that sense.
00:08:52:09 - 00:08:54:06
But to be clear, you know, and I'm
00:08:54:06 - 00:08:58:15
not clear yet what are the banned materials from general waste?
00:08:58:15 - 00:09:00:17
You said they could look in your general waste bin
00:09:00:17 - 00:09:03:18
and find some recycling and that's a £300 fine.
00:09:04:05 - 00:09:05:03
So what?
00:09:05:03 - 00:09:07:14
What shouldn't be in your general waste going forward?
00:09:08:04 - 00:09:11:17
So yeah, that is, there are sort of five key streams
00:09:12:09 - 00:09:14:10
that we need to look at for most businesses.
00:09:14:22 - 00:09:18:12
So if your business produces food waste of over
00:09:18:12 - 00:09:21:24
five kilograms a week, you need to provide
00:09:23:13 - 00:09:25:18
and separate and
00:09:25:18 - 00:09:29:13
collect internally as a business that food waste
00:09:29:17 - 00:09:32:18
then present it for a food carrier to collect
00:09:32:18 - 00:09:35:18
in a separate bin.
00:09:35:18 - 00:09:39:09
So anything over five kilos a week you must collect internally
00:09:39:20 - 00:09:43:12
and present that separately for us to collect.
00:09:44:16 - 00:09:47:06
Previously of course, many businesses have put that into general waste.
00:09:47:06 - 00:09:49:01
Well, that can't happen.
00:09:49:24 - 00:09:51:23
Paper and Card
00:09:51:23 - 00:09:55:10
now needs to be in a separate bin for collection.
00:09:55:17 - 00:09:56:16
Previously, of course,
00:09:56:16 - 00:10:01:14
paper and card may have gone into what we would have called DMR or dry mix
00:10:01:14 - 00:10:06:00
recycling or recycling container that now needs to be separated.
00:10:06:08 - 00:10:07:15
So paper and card is now
00:10:07:15 - 00:10:09:18
one stream on its own.
00:10:09:18 - 00:10:12:15
Then of course that DMR mixture of tins
00:10:12:15 - 00:10:16:23
and plastics needs to be separated into a different bin or stream.
00:10:19:04 - 00:10:20:01
Metals.
00:10:20:01 - 00:10:23:04
Plastics cartons what we might call tins
00:10:23:04 - 00:10:26:03
and plastics that needs to be in a separate stream.
00:10:26:16 - 00:10:28:08
So that's four streams
00:10:28:08 - 00:10:32:03
and as a rule of thumb, everything that cannot be put into
00:10:32:03 - 00:10:36:03
those streams to be recycled can go into general waste.
00:10:37:00 - 00:10:40:13
Of course not, including any hazardous wastes, hazardous waste or other things.
00:10:40:22 - 00:10:44:16
So those are the key five streams that each and every business
00:10:45:07 - 00:10:49:20
will have to think about to collect internally.

And how we do that could be a separate discussion
00:10:53:10 - 00:10:56:06
and then present that for a waste carrier to collect.

that's really useful information to get our heads around.

And, you know,

are there any other waste streams?

You know, I'm thinking from my experience,
00:11:08:23 - 00:11:12:04
you know, businesses, you know, they have WEEE they have,
00:11:12:16 - 00:11:16:07
you know, that this lots of all the different types of waste.
00:11:16:14 - 00:11:19:20
What about those is there anything about that that we need to know?
00:11:20:02 - 00:11:26:04
Yes. So unsold and small waste, electrical electronic equipment,
00:11:26:04 - 00:11:29:15
as you say, the WEEE product that needs to be separated,
00:11:29:23 - 00:11:32:16
some businesses might fall into some of that category
00:11:32:16 - 00:11:35:12
and some some may not on a regular basis.
00:11:35:17 - 00:11:38:01
And any unsold textiles,
00:11:38:01 - 00:11:41:07
but they need to be separated and collected separately.
00:11:41:19 - 00:11:45:09
Some businesses have to make the decision
00:11:45:09 - 00:11:47:10
whether they create this waste.
00:11:47:10 - 00:11:51:13
And certainly through my discussions with some businesses to date,
00:11:52:05 - 00:11:55:14
some will legitimately say we may not have that stream
00:11:55:17 - 00:11:57:24
so we don't have to provide that.
00:11:58:11 - 00:12:00:18
But but under further discussion
00:12:01:16 - 00:12:04:23
and some quizzing on what they consider
00:12:05:20 - 00:12:10:20
whatever waste they produce, you know, we've we've changed their minds.
00:12:10:20 - 00:12:16:17
And when we start to ask questions about how they've come to that decision, maybe
00:12:18:02 - 00:12:20:01
these Natural Resource
00:12:20:01 - 00:12:22:14
Wales inspectors who will
00:12:23:18 - 00:12:25:23
check compliance
00:12:25:23 - 00:12:29:07
may ask these pre qualifying questions.
00:12:30:21 - 00:12:33:21
And I suppose that goes on
00:12:33:21 - 00:12:35:22
to enforce
00:12:37:06 - 00:12:40:08
who is responsible.
00:12:40:08 - 00:12:43:11
And it is quite clear in the legislation
00:12:43:11 - 00:12:49:10
that you as the owner occupier, are totally responsible
00:12:49:23 - 00:12:52:13
for separate collecting your waste internally
00:12:52:13 - 00:12:55:09
and presenting that waste for us to collect.

That's that's critical, isn't it?

And that's, you know, clearly by definition who is responsible,
00:13:03:06 - 00:13:04:14
who is accountable.
00:13:04:14 - 00:13:05:21
And I was also just thinking that, you know,
00:13:05:21 - 00:13:09:08
five kilograms of food waste, that's not actually an awful lot, is it?
00:13:09:08 - 00:13:11:13
You know, it's
00:13:11:13 - 00:13:13:20
so what Quite a lot of people are going to get covered by this.

So, yeah.

So it's weight capacity.
00:13:18:11 - 00:13:20:00
Food is a heavy
00:13:20:15 - 00:13:23:19
waste and
00:13:23:19 - 00:13:25:20
it takes up a lot of weight in general waste.
00:13:26:14 - 00:13:29:20
Other the things that people have put in, general waste
00:13:30:17 - 00:13:34:14
wet cardboard and things like that adds to a weight capacity in general waste.
00:13:34:21 - 00:13:38:21
So we need to reduce general waste and increase recyclables.

I think anecdotally speaking to businesses who let's say,
00:13:42:17 - 00:13:46:24
have had a general waste stream and a mixed recycling stream before
00:13:47:24 - 00:13:51:11
and 70% of their waste
00:13:51:11 - 00:13:54:19
produced is general waste, 30% is recyclable.
00:13:55:17 - 00:13:58:11
And as a rule of thumb, we need to flip those statistics
00:13:59:23 - 00:14:01:21
30% becoming
00:14:01:21 - 00:14:04:20
general waste and the rest becoming recyclable waste.

To simplify it in those terms sort of
00:14:08:02 - 00:14:10:18
categorises, how we need to control
00:14:11:14 - 00:14:15:15
and take out of general waste what are those streams that we can recycle
00:14:15:15 - 00:14:19:04
and those heavy waste like food, food, food, food is heavy.
00:14:19:17 - 00:14:25:00
And when we talk about the responsibility um
00:14:26:21 - 00:14:30:06
the responsibility of the occupier and owner includes
00:14:30:07 - 00:14:35:00
the waste produced by your staff that might be bringing waste in to work.
00:14:35:07 - 00:14:36:04
Food.
00:14:36:24 - 00:14:38:19
Yeah, visitors.
00:14:38:19 - 00:14:40:23
So some companies may well
00:14:41:16 - 00:14:44:24
by nature of their business will have customers visiting.
00:14:46:08 - 00:14:51:03
Contractors, vendors, anybody that comes into your premises
00:14:51:04 - 00:14:55:17
that brings in waste that you offer to take off them
00:14:57:00 - 00:14:58:08
and fall into
00:14:58:08 - 00:15:01:01
those streams, you need separate.
00:15:02:01 - 00:15:04:10
So maybe, I’m a
00:15:04:10 - 00:15:08:13
a manufacturer, small manufacturer, an industrial estate
00:15:09:10 - 00:15:12:22
and I have 30 people in my workforce and they all bring in the snap
00:15:13:13 - 00:15:15:18
of now don't know what the colloquial word is.
00:15:15:18 - 00:15:18:19
I'm from Yorkshire so it's a snap that you bring in at lunchtime
00:15:18:21 - 00:15:22:16
and you eat that like sandwiches you crisp packet, your cans of pop.
00:15:23:13 - 00:15:28:15
If that's going to tip over into this balance you, you have to comply.
00:15:28:23 - 00:15:29:21
That is interesting.
00:15:29:21 - 00:15:30:17
And I guess that's
00:15:30:17 - 00:15:35:06
where some people might not be seeing that they are in there in the in group.

can actually do to support businesses as they prepare for this legislation.

And just going back on what we talked about

about that piece of discussion with customers

throughout the short period, and this is all about a guidance,

all about education, and it's all about

ensuring that that companies have the answers to the questions
00:16:38:11 - 00:16:40:20
that they've been raising and the
00:16:42:17 - 00:16:43:23
the delay in bringing
00:16:43:23 - 00:16:47:18
this into enforcement has meant we've been feeding back these questions.

So hopefully we've got an answer to the majority of these questions

because there are grey areas where customers or companies may say,
00:16:55:19 - 00:16:58:20
and I see some of the questions coming in, does this apply here?

And I say and essentially it's all about if your business

um in any way

creates anything that can be recycled as a waste stream,

you must provide

bins for a waste carrier to collect and separate.

So I've had many customers say exactly what you said.
